Mandatory List Maintenance and the Cost of Falling Short
NVRA does not ask states to maintain accurate voter rolls. It requires it. Section 8 says each state shall conduct a general program making a reasonable effort to remove ineligible registrants. HAVA imposes a second, independent duty. Neither is discretionary.
